SENATE CONCURRENT RESOLUTION NO. 23

Hunter, Rowe and Mitchell)
Requesting the Joint Committee on Government and Finance study the
financial feasibility of establishing a state retirement plan
for uniformed public employees.

Whereas, Many uniformed public employees work under demanding
conditions that are potentially dangerous; and

Whereas, Some uniformed public employees are members of the
public employees retirement system while some are members of
specialized state retirement systems for certain law-enforcement
personnel and some are members of municipal retirement plans; and

Whereas, Participation in different retirement plans by
uniformed public employees may potentially result in disparities or
inequitable treatment among the various groups of employees which
provide similar services under similar circumstances; and

Whereas, A thorough examination of the feasibility of
establishing a state retirement system for uniformed public
employees would be prudent and advantageous in assisting the
Legislature in making sound fiscal and policy decisions; therefore,
be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Joint Committee on
Government and Finance conduct a study to determine the financial
feasibility of establishing a state retirement plan for uniformed
public employees, including a determination as to which groups of
uniformed employees would be appropriate for inclusion in such a
plan, equitable benefit structure, levels of employer and employee
contributions and other considerations necessary for the
development of an actuarially sound retirement plan; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the Legislature on its findings, conclusions and
recommendations, together with drafts of any legislation necessary
to effectuate its recommendations, no later than the first day of
January, 2003; and, be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
